No Traffic Police

i live in Arzan Qimat (Ahmad Shah Baba Mina) of kabul, I see car accidents weekly here and unfortunately we don't have any traffic police in intersections we do have traffic lights but it's been months they are off so i request the traffic to do something to avoid the accidents
