Lost carry Bag in Airport

I just lost one of carry bag not checked bags in the airport but the security took no action there, they gave some time when i just went for the bag they said we still got nothing, How could this happen? why would they be so careless it means the passengers mean nothing to them. I am going back to Sweden on 10th of feb.
